Oratorio de San Felipe Neri Spain’s first constitution was drawn up in this building by a special parliament convened during the Napoleonic invasion from 1810-1812. The restoration of the monarchy in 1814, however, rendered the document relatively useless and hastened a three-year face-off between the city’s liberal leaders and the capital of Madrid. During this “Triennium,” plans were made to invade Madrid and restore the new, more favorable laws, but these were eventually abandoned, just as the constitution had been previously.
